Re-reading through honor and blood, I come upon this.

Now, we know that the obe is the Selani's translator. They deal with all the outsiders, and known all the languages.

Which would make the obe a linguist.

So if we translate obe to linguist, we get

New phrase

"He won't if the cunning linguist goes first," he challenged.
